Large-diameter welded iron tubes and pipes (OD exceeding 406.4 mm)
HSN 7305 19 21 (large-diameter welded iron tubes and pipes) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT), as mandated by Policy Condition No. 2 of Chapter 73 and DGFT Notification 33/2015-20 dated 28-09-2020. The automatic SIMS registration number, obtained by paying a fee of ₹500, remains valid for 75 days from the date of grant. Central Board of Indirect Taxes and Customs (CBIC) classification overlays apply for certain steel-column products adjacent to this tariff line.

The most common error on this tariff line is assuming that SIMS registration can be obtained at or after arrival — the system requires advance registration, and a consignment arriving without a valid SIMS number is liable to detention pending regularisation. The 75-day validity window is also frequently mismanaged: if the vessel is delayed and the registration number lapses before arrival, a fresh registration must be obtained before out-of-charge can be granted. Re-imports of iron tubes for packaging purposes and DTA-SEZ-DTA movements without value addition are carved out of the SIMS requirement, per DGFT Policy Circular 38/2015-20 dated 19-01-2022.
