Large-diameter welded iron pipes and tubes (external diameter exceeding 406.4 mm)
HSN 7305 19 11 (large-diameter welded iron pipes and tubes) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) per policy condition no. 2 of Chapter 73, administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 33/2015-20. The Central Board of Indirect Taxes and Customs (CBIC) enforces the SIMS registration number at the bill-of-entry stage.

The most frequent error on this tariff line is overlooking the 75-day validity window of the SIMS registration number: shipments delayed at origin or in transit that arrive after the registration expires must obtain a fresh registration before out-of-charge, attracting additional fees and potential demurrage. Note also that re-import of iron pipes used for packaging purposes and DTA-to-SEZ-to-DTA transfers without value addition are explicitly excluded from the SIMS requirement per DGFT Policy Circular 38/2015-20 dated 19-01-2022 — misapplying SIMS to these exempt flows or failing to claim the exemption both create unnecessary customs friction.
