Conformity to IS 4270:2001 is mandatory under the ISI Mark Scheme with effect from 21 January 2020, by virtue of the Steel Tubes (Quality Control) Order, 2020. The single most common error on this tariff line is importing seamless alloy steel tubes of this diameter for general industrial or structural purposes under the assumption that IS 4270:2001 applies universally — when in fact the QCO scope is specifically water-well steel tubes. Importers whose product is not destined for water-well use must nonetheless establish that their consignment falls within the licensed CM/L scope, and suppliers holding a CM/L limited to water-well tube specifications cannot lawfully cover general-purpose alloy seamless tubes. A scope mismatch between the CM/L and the actual product triggers detention regardless of whether all other markings are present.
