Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers the specific casing or tubing grade, size range, and manufacturing facility mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the CM/L number and licensed product scope on the BIS online register before placing the purchase order.

  2. 2
Ensure each seamless pipe or tube bears the ISI standard mark under the supplier's BIS CM/L licence. Every consignment must be accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer, traceable to the licensed facility.

  3. 3
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic registration number remains valid for 75 days. The minimum 15-day advance registration requirement has been abolished.
    DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Notification 19/2015-20 dated 07-07-2022
  4. 4
Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Comply with Central Board of Indirect Taxes and Customs Instruction 16/2025-CUS as modified by CBIC Instruction 23/2025-CUS regarding the Indian Standard of the input material mapped in the QCO. Customs verifies the CM/L and SIMS registration in real time; any absent, expired, or scope-mismatched entry triggers consignment detention.

  5. 5
If the consignment is a re-import of steel for packaging purposes only, or an SEZ-DTA movement without value addition, document the SIMS exemption basis at the time of filing. The BIS QCO obligation under S.O. 3716(E) is not waived by these SIMS carve-outs — the ISI-marked product requirement continues to apply.

A word of counsel

The single most common error on this tariff line is assuming the ISI mark on the final seamless tube is sufficient without separately verifying that the Indian Standard mapped for casing and tubing in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 matches the grade and specification of the imported product. Sub-standard or defective steel products that do not conform to the specified standard must be disposed of as scrap under Section 17(1)(b) of the BIS Act, 2016 — the product cannot be re-labelled or remediated at port. Importers who discover a CM/L scope mismatch after arrival face detention, ground rent, and potential confiscation rather than a correctable documentation deficiency.

Frequently asked
Does HSN 7304 29 90 require BIS certification?
Yes. Seamless casing and tubing classified here must conform to the Indian Standard specified in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 under the ISI Mark Scheme, with effect from 29 August 2024 per S.O. 3716(E).
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is a separate customs-clearance overlay administered by the Directorate General of Foreign Trade. Fee ₹500, validity 75 days, apply no earlier than 60 days before the expected arrival date.
What happens to seamless casing and tubing that does not conform to the specified Indian Standard?
Under the Steel and Steel Products Quality Control Order, 2024, non-conforming product must be disposed of as scrap in a manner that does not violate Section 17(1)(b) of the BIS Act, 2016. It cannot be cleared for use or sale.
Does a single CM/L licence cover all grades, sizes, and facilities for seamless casing and tubing?
No. A CM/L licence is specific to the product grade, size range, and manufacturing facility; casing or tubing outside the licensed scope, or manufactured at an unlicensed plant, is not covered and will be detained at customs.
