Seamless steel drill pipe, other than of stainless steel
HSN 7304 23 90 (Other drill pipe, seamless, of iron or steel) requires compulsory advance registration under the Steel Import Monitoring System (SIMS), administered by the Directorate General of Foreign Trade (DGFT) under policy condition 2 of Chapter 73 and DGFT Notification 33/2015-20 dated 28-09-2020. An automatic registration number, valid for 75 days, must be obtained before the consignment arrives, with a registration fee of ₹500. Central Board of Indirect Taxes and Customs (CBIC) customs policy applies as an additional overlay.
- SIMS registration number from DGFT
- ITC (HS) policy compliance from DGFT
- Bill of entry declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Register the import consignment on the SIMS online portal and obtain an automatic registration number by paying the ₹500 registration fee. The application may be submitted no earlier than the 60th day before the expected date of arrival; the registration number remains valid for 75 days from the date of grant.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy condition 2, Chapter 73, ITC (HS)
- 2Quote the SIMS automatic registration number on the bill of entry at the time of customs filing. Note that the earlier requirement of minimum 15 days' advance registration before expected date of arrival has been abolished; only the 60-day outer window applies.DGFT Notification 19/2015-20 dated 07-07-2022 · DGFT Notification 28/2023 dated 28-08-2023
The most frequent error on this tariff line is misidentifying SIMS carve-outs: re-imports of steel for packaging purposes only, and DTA-SEZ-DTA movements — both with and without value addition — are excluded from the SIMS registration requirement under DGFT Policy Circular 38/2015-20 dated 19-01-2022. Importers who incorrectly apply SIMS registration to these exempt categories waste the 75-day validity window, while those who mistakenly invoke these carve-outs for standard commercial drill-pipe imports face consignment detention at the port of entry.
