Seamless iron drill pipe, other drill pipe
HSN 7304 23 10 (seamless iron drill pipe, other drill pipe) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 33/2015-20 dated 28-09-2020 and policy condition no. 2 of Chapter 73. An automatic registration number valid for 75 days must be obtained before the expected date of arrival, with a registration fee of ₹500, as updated by DGFT Notification 28/2023 dated 28-08-2023.
- SIMS registration number from DGFT
- Import declaration to CBIC
- ITC (HS) policy compliance
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Register the import consignment in the SIMS online portal and obtain an automatic registration number by paying the ₹500 registration fee. Apply no earlier than 60 days before the expected date of arrival; the registration number remains valid for 75 days from issuance.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · policy condition no. 2 of Chapter 73
- 2Note the scope carve-outs before applying: re-import of steel items for packaging purposes is excluded from SIMS, as is transfer of steel between a DTA unit and an SEZ — whether with or without value addition. Document the applicable exclusion basis clearly on the bill of entry if relying on either carve-out.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 33/2015-20
The most common error on this tariff line is misapplying the former 15-day advance-registration requirement: DGFT Notification 19/2015-20 dated 07-07-2022 abolished that minimum lead time, but the 60-day outer window and the 75-day validity of the registration number remain operative. Filing a bill of entry referencing an expired SIMS registration number — or none at all — results in customs detention and demurrage while re-registration is completed, as the SIMS number is a mandatory pre-clearance condition under Chapter 73 policy.
