Cast iron tubes, pipes and hollow profiles (centrifugally cast, drainage)
HSN 7303 00 90 (cast iron tubes, pipes and hollow profiles) is covered by Bureau of Indian Standards Quality Control Orders under two separate notifications. Conformity to IS 1536, IS 3989, and IS 15905 is mandatory under the ISI Mark Scheme with effect from 12 January 2021 under the Centrifugally Cast (Spun) Iron Pipes (Quality Control) Order, 2021; IS 1729:2002 applies additionally for drainage pipes with effect from 01 September 2024 under the Cast Iron Products (Quality Control) Order, 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 1Identify the product type precisely before sourcing: centrifugally cast pressure pipes (water, gas, sewage) require CM/L against IS 1536:2001; spigot-and-socket soil/waste/ventilating/rainwater pipes require IS 3989:2009; hubless spigot-series pipes require IS 15905:2011; drainage pipes for overground non-pressure pipelines require IS 1729:2002. Verify the supplier's CM/L on the BIS online register for the exact standard before placing the purchase order.Centrifugally Cast (Spun) Iron Pipes (Quality Control) Order, 2021 · S.O. 116(E) dated 12-01-2021 · Cast Iron Products (Quality Control) Order, 2024 · S.O. 2287(E) dated 13-06-2024
- 2Ensure every pipe and hollow profile bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking only on packaging does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 116(E) dated 12-01-2021
- 3Note the phased enforcement dates for IS 1729:2002: small enterprises were required to comply from 01 December 2024 and micro enterprises from 01 March 2025. Verify that your supplier's enterprise category aligns with the applicable enforcement date before shipment.Cast Iron Products (Quality Control) Order, 2024 · S.O. 2287(E) dated 13-06-2024
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days from issue; the SIMS registration must remain within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 5Quote the supplier's BIS CM/L number (covering the applicable IS standard) and the SIMS automatic registration number on the bill of entry. Customs verifies both in real time; an absent, expired, or scope-mismatched CM/L or SIMS registration triggers consignment detention. SIMS registration is not required for re-imports purely for packaging or for SEZ-DTA movements without value addition.ITC HS policy condition 2 of Chapter 73 · DGFT policy circular 38/2015-20 dated 19-01-2022 · BIS Act, 2016 · Customs Act, 1962
The most frequent compliance failure on this tariff line is treating the four applicable Indian Standards as interchangeable — sourcing a CM/L against IS 3989:2009 and shipping centrifugally cast pressure pipes that require IS 1536:2001, or vice versa. Each standard maps to a distinct pipe type (pressure versus soil/waste/ventilating versus hubless versus overground drainage), and a CM/L against the wrong standard leaves the consignment non-compliant for customs purposes, triggering detention regardless of whether the physical pipe is otherwise fit for purpose. Confirm the product-type-to-IS mapping with the supplier in writing before the purchase order, not at the port.
