Spun pipe
Centrifugally cast spun cast iron pipes and hollow profiles
HSN 7303 00 30 (spun pipe) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 8329 and related Indian Standards is mandatory under the ISI Mark Scheme, with the controlling orders being the Centrifugally Cast (Spun) Iron Pipes (Quality Control) Order, 2021 and the Cast Iron Products (Quality Control) Order, 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence number against the applicable Indian Standard — IS 8329 for centrifugally cast ductile iron pressure pipes (water, gas, sewage), IS 1536:2001 for spun iron pressure pipes, IS 3989:2009 for spigot-and-socket soil/waste/rainwater pipes, IS 15905:2011 for hubless spun iron pipes, or IS 1729:2002 for drainage pipes. Confirm the licensed scope, pipe class, and manufacturing facility on the BIS online register before placing the purchase order.Centrifugally Cast (Spun) Iron Pipes (Quality Control) Order, 2021 · S.O. 116(E) dated 12-01-2021; Cast Iron Products (Quality Control) Order, 2024 · S.O. 2287(E) dated 13-06-2024
- 2Ensure every pipe bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The marking must appear on the product itself and not only on the packaging or accompanying documentation.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 116(E); S.O. 2287(E)
- 3Note the staggered enforcement dates for IS 1729:2002 under the Cast Iron Products (Quality Control) Order, 2024: large and medium enterprises from 01-09-2024, small enterprises from 01-12-2024, and micro enterprises from 01-03-2025. Confirm your supplier's enterprise classification before relying on a deferred start date.Cast Iron Products (Quality Control) Order, 2024 · S.O. 2287(E) dated 13-06-2024
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days from issue; the registration must remain within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023; policy condition 2 of Chapter 73
- 5Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If the consignment is a re-import for packaging only, or an SEZ-to-DTA transfer, document the SIMS exemption basis per the applicable DGFT clarification; the BIS QCO obligation remains unaffected by either carve-out.DGFT policy circular 38/2015-20 dated 19-01-2022; General Note 2(a) of the ITC (HS) Import Policy
The single most common failure on this tariff line is selecting one IS standard and assuming it covers the entire consignment, when in fact five distinct Indian Standards map to different pipe types within the same HSN — IS 8329 for ductile iron pressure pipes, IS 1536:2001 for spun iron pressure pipes, IS 3989:2009 for soil and rainwater pipes, IS 15905:2011 for hubless pipes, and IS 1729:2002 for drainage pipes. A supplier's CM/L licence is scope-specific; importing a pipe variant not covered by the licensed standard triggers detention at port regardless of whether another IS licence is held for a different pipe type.
