HSN 7303 00 20 (cast iron soil pipe) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1536:2001, IS 3989:2009, and IS 15905:2011 is mandatory under the ISI Mark Scheme with effect from 12 January 2021 under the Centrifugally Cast (Spun) Iron Pipes (Quality Control) Order, 2021; IS 1729:2002 and IS 1537:1976 apply additionally from 01 September 2024 under the Cast Iron Products (Quality Control) Order, 2024. - 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard for the specific pipe type: IS 1536:2001 (centrifugally cast pressure pipes), IS 3989:2009 (spigot and socket soil/waste/ventilating/rainwater pipes), IS 15905:2011 (hubless centrifugally cast pipes), IS 1729:2002 (drainage pipes), or IS 1537:1976 (vertically cast pressure pipes). Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Centrifugally Cast (Spun) Iron Pipes (Quality Control) Order, 2021 · S.O. 116(E) dated 12-01-2021 · Cast Iron Products (Quality Control) Order, 2024 · S.O. 2287(E) dated 13-06-2024
- 2Confirm which standard applies to the specific product being imported before finalising the purchase order. IS 1729:2002 and IS 1537:1976 carry phased enforcement: small enterprises from 01-12-2024, micro enterprises from 01-03-2025; the earlier standards (IS 1536, IS 3989, IS 15905) are in full force from 12-01-2021.S.O. 2287(E) dated 13-06-2024 · S.O. 116(E) dated 12-01-2021
- 3Ensure every pipe bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Cast Iron Products (Quality Control) Order, 2024
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days. Apply and obtain the automatic SIMS registration number before the consignment arrives at the Indian port.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the SIMS registration against the DGFT portal; an absent, expired, or scope-mismatched CM/L triggers consignment detention regardless of SIMS status.ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · DGFT policy circular 38/2015-20 dated 19-01-2022
The most common error on this tariff line is selecting a CM/L licence against only one of the five applicable Indian Standards without verifying whether the specific pipe construction — centrifugally cast spigot-and-socket, hubless, vertically cast, or drainage — maps to that standard's scope. A CM/L against IS 1536:2001 does not cover hubless pipes governed by IS 15905:2011, and a CM/L against IS 3989:2009 does not cover vertically cast pressure pipes under IS 1537:1976; a scope mismatch triggers detention and re-export at the importer's cost.
