Cast iron rainwater pipes and hollow profiles
HSN 7303 00 10 (cast iron rainwater pipes) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1729:2002 and IS 1537:1976 is mandatory under the ISI Mark Scheme with effect from 1 September 2024 under the Cast Iron Products (Quality Control) Order, 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1729:2002 (cast iron drainage pipes, overground non-pressure, socket-and-spigot series) or IS 1537:1976 (vertically cast iron pressure pipes), as applicable to the product variant. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Cast Iron Products (Quality Control) Order, 2024 · S.O. 2287(E) dated 13-06-2024
- 2Ensure every pipe bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking on packaging alone does not satisfy the requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Cast Iron Products (Quality Control) Order, 2024
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. The registration fee is ₹500 and the automatic registration number is valid for 75 days from issue; confirm validity extends to the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4Quote both the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. Customs verifies the CM/L against the BIS register and the SIMS registration against the DGFT portal in real time; an absent, expired, or scope-mismatched entry on either triggers consignment detention.ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
- 5If the consignment is a re-import for packaging only, or an SEZ-to-DTA movement (with or without value addition), document the SIMS exemption basis before filing. Note that the BIS QCO obligation under IS 1729:2002 and IS 1537:1976 is not waived by any SIMS carve-out; ISI-marked product requirement continues to apply.DGFT policy circular 38/2015-20 dated 19-01-2022 · Cast Iron Products (Quality Control) Order, 2024
The single most common error on this tariff line is presenting a CM/L licence for the wrong standard: the CCR under HSN 7303 00 10 references three families of cast iron pipe standards (IS 1729:2002 for overground non-pressure drainage; IS 1537:1976 for vertically cast pressure pipes; IS 1536, IS 3989, and IS 15905 for centrifugally cast spun iron pipes under the earlier S.O. 116(E) order). Presenting a CM/L against the centrifugally cast family will not satisfy the Cast Iron Products (Quality Control) Order, 2024 obligation on rainwater pipe; verify that the licence number maps to IS 1729:2002 or IS 1537:1976 and the licensed scope matches the specific pipe series in the consignment.
