Sheet piling
Sheet piling of iron or steel
HSN 7301 10 00 (sheet piling of iron or steel) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order 2024, notified vide S.O. 3716(E) dated 29 August 2024. Every consignment must conform to the corresponding Indian Standard in Schedule 1 of that Order and bear the ISI mark under a CM/L licence issued by BIS. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a manufacturer holding a current BIS CM/L licence against the Indian Standard mapped to sheet piling in Schedule 1 of the Steel and Steel Products Quality Control Order 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every sheet pile bears the ISI standard mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Each consignment must be accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018
- 3If the consignment is imported without a BIS licence or certification, apply for and seek clarification on the TCQCO portal before importation. This is mandatory for every steel consignment lacking BIS CM/L coverage, per the Ministry of Steel circular dated 20-10-2023.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No.401/88/2023-Cus.III dated 09-11-2023
- 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected date of arrival; fee ₹500, registration valid for 75 days. Ensure the SIMS registration number is current on the date of arrival and note the strict compliance requirements under CBIC Instructions 16/2025-CUS and 23/2025-CUS regarding the Indian Standard of the input material.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
- 5Quote the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. Sub-standard or defective sheet piling that does not conform to the scheduled Indian Standard must be disposed of as scrap in compliance with clause (b) of sub-section (1) of section 17 of the BIS Act, 2016; re-export or confiscation are the customs-stage alternatives.Section 17(1)(b) of the BIS Act, 2016 · Steel and Steel Products Quality Control Order 2024 · ITC (HS) policy condition 2 of Chapter 73
The most common failure on this tariff line is presenting a SIMS registration number as the primary compliance artefact while overlooking that the Steel and Steel Products Quality Control Order 2024 requires the Indian Standard mapped in Schedule 1 to be identified and the consignment's CM/L licence verified against that specific standard before shipment. Because the regulatory record's structured IS field is unpopulated, importers must look up the precise IS number in Schedule 1 of the QCO themselves — a step frequently skipped — which leaves the bill of entry quoting a CM/L licence whose standard scope customs cannot reconcile with the product, triggering detention and potential disposal as scrap under section 17(1)(b) of the BIS Act, 2016.
