Unsorted rough diamonds, Kimberley Process certified
HSN 7102 10 00 (Unsorted diamonds) is subject to ITC (HS) Restricted-import policy conditions administered by the Directorate General of Foreign Trade (DGFT), including mandatory Kimberley Process Certification Scheme (KPCS) compliance under DGFT Notification 34/2015-20 dated 28-09-2020. The importer must be registered with the Gems and Jewellery Export Promotion Council (GJEPC), the designated importing and exporting authority for KPCS in India, per DGFT Notification 43/2015-20 dated 22-11-2021. Additional origin-specific policy conditions prohibit or restrict import from Côte d'Ivoire and Venezuela.

The most common error on this tariff line is treating the Kimberley Process Certificate as the sole compliance requirement and overlooking the GJEPC registration obligation under policy condition 05. A consignment may carry a valid KP Certificate yet remain ineligible for clearance if the Indian importer's GJEPC registration has lapsed or was never obtained — and customs out-of-charge cannot be granted until both conditions are satisfied simultaneously.
