Sorted unworked industrial diamonds, sawn or cleaved
HSN 7102 21 10 (Sorted unworked diamonds) is subject to the Kimberley Process Certification Scheme (KPCS) import-policy conditions administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy, Chapter 71. The importer must be registered with the Gems and Jewellery Export Promotion Council (GJEPC), the designated authority for KPCS in India, and the Kimberley Process Certificate must be uploaded in e-Sanchit before out-of-charge. Additional country-specific prohibitions apply to imports originating from Côte d'Ivoire and Venezuela.
- Kimberley Process Certificate from exporting authority
- GJEPC registration certificate from GJEPC
- ITC (HS) policy compliance from DGFT
- 1Register with the Gems and Jewellery Export Promotion Council (GJEPC), the designated importing and exporting authority of India for the Kimberley Process Certification Scheme. Active GJEPC registration is a standalone ITC (HS) policy condition and must be maintained before any bill of entry for rough diamonds is filed.ITC (HS) policy condition 05, Chapter 71 · DGFT Notification 43/2015-2020 dated 22-11-2021
- 2Obtain a valid Kimberley Process Certificate from the exporting country's designated authority and upload it in e-Sanchit under document code 002KP0 before filing the bill of entry. The proper officer is required to verify this upload before granting out-of-charge.ITC (HS) policy condition 03, Chapter 71 · DGFT Notification 34/2015-20 dated 28-09-2020
- 3Confirm the origin of the consignment does not fall under the country-specific prohibitions: imports from Côte d'Ivoire are subject to policy condition 1 and imports from Venezuela are subject to policy condition 2 of Chapter 71. Consignments originating from these jurisdictions attract additional Restricted-import enforcement at the bill-of-entry stage.ITC (HS) policy conditions 1 and 2, Chapter 71
The most common error on this tariff line is treating the Kimberley Process Certificate as the only compliance requirement and overlooking the GJEPC registration condition. GJEPC registration is a separate, independently mandated policy condition — an importer presenting a valid KP Certificate but lacking current GJEPC registration remains in breach of ITC (HS) policy condition 05, and the consignment will be detained pending rectification, with demurrage and ground rent accruing at the port.
