HSN 7020 00 90 (other articles of glass) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1269 (Part 1):1997 is mandatory under the ISI Mark Scheme with effect from 23 May 2024, by virtue of the Legal Metrology — Material Measures of Length (Quality Control) Order, 2023. Micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006 have a deferred effective date of 23 November 2024; small enterprises from 23 August 2024.

The most prevalent error on this tariff line is treating IS 1269 (Part 1):1997 as a generic glass-article standard applicable to all products under HSN 7020 00 90, when the QCO scope is narrowly confined to woven metallic and glass fibre tape measures. Importers of other glass articles — fittings, laboratory ware, decorative glass — may incorrectly seek BIS CM/L certification under this standard, or conversely, tape-measure importers may assume the residual glass heading carries no BIS obligation at all. Verify that the product meets the IS 1269 (Part 1):1997 definition of a material measure of length before proceeding with or waiving BIS compliance.
