Conformity to IS 1269 (Part 1):1997 is mandatory under the ISI Mark Scheme with effect from 23 May 2024, by virtue of the Legal Metrology — Material Measures of Length (Quality Control) Order, 2023. Phased enforcement applies: small enterprises from 23 August 2024 and micro enterprises from 23 November 2024.

The single most common error on this tariff line is treating the phased enforcement dates as a blanket deferral for all imported consignments. The enterprise-size carve-out applies to the manufacturing enterprise, not the importer; a large or medium foreign manufacturer supplying product after 23 May 2024 without a CM/L licence faces detention regardless of the importer's own MSME status. Confirm the foreign supplier's enterprise classification and applicable enforcement date in writing before the first shipment.
