HSN 7019 90 00 (glass fibres and articles thereof, other) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1269 (Part 1):1997 is mandatory under the ISI Mark Scheme with effect from 23 May 2024, by virtue of the Legal Metrology — Material Measures of Length (Quality Control) Order, 2023. Differential enforcement dates apply for micro enterprises (23 November 2024) and small enterprises (23 August 2024).

The most common error on this tariff line is importing woven glass fibre tape measures without a CM/L licence against IS 1269 (Part 1):1997 on the mistaken assumption that the QCO applies only to metallic tape measures or only from the general enforcement date. The QCO covers both metallic and glass fibre woven tape measures, and customs does not grant a grace period for importers who misread the enterprise-size-linked effective dates — a consignment arriving after the applicable date without a current CM/L is detained regardless of when the supplier's enterprise category was verified.
