Rovings
Glass fibre rovings for reinforcement and industrial use
HSN 7019 12 00 (glass fibre rovings) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code, bill of entry, commercial invoice, packing list. Other glass fibre presentations within Chapter 70 — such as woven fabrics, mats, or chopped strands — may be classified under distinct tariff lines that carry separate compliance obligations.
The absence of compliance at this tariff line applies specifically to rovings in their unprocessed bundle form; downstream glass fibre articles or composites may be classified elsewhere in Chapter 70 and attract different treatment. Customs re-classification — for instance, where rovings are presented as part of a finished composite structure — triggers retrospective compliance and potential detention pending resolution. Verify the product specification, including tex count, sizing chemistry, and intended end-use, against the customs tariff before filing the bill of entry.
