HSN 7018 10 20 (glass beads) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. Other articles within Chapter 70 — including certain flat glass, safety glass, and glass fibre products — may carry Quality Control Order compliance, so classification accuracy across the heading is material.
The absence of compliance at this tariff line does not extend across Chapter 70 as a whole: glass smallwares incorporated into imitation jewellery articles may be assessed under a different tariff heading on examination, and re-classification triggers retrospective compliance. Detention pending re-classification and retrospective duty recovery are the principal risks where product description — bead form, intended use, finished versus unfinished state — is imprecisely declared on the bill of entry.
