Hygienic glassware
Hygienic glassware for laboratory and pharmaceutical use
HSN 7017 90 30 (hygienic glassware) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 878:2008, IS 915:2012, IS 1381 (Part 1), IS 1117:2018, and IS 2619:2018 is mandatory under the ISI Mark Scheme with effect from 1 January 2024, pursuant to the Laboratory Glassware (Quality Control) Amendment Order 2024. No additional customs-clearance overlay beyond BIS applies to this tariff line.
- 1Verify the foreign manufacturer holds a current BIS CM/L licence for each product category being imported: IS 878:2008 for graduated measuring cylinders, IS 915:2012 for one-mark volumetric flasks, IS 1381 (Part 1) for narrow-necked boiling flasks, IS 1117:2018 for single-volume pipettes, and IS 2619:2018 for glass beakers. Confirm the licensed scope and facility on the BIS online register before placing the purchase order.Laboratory Glassware (Quality Control) Amendment Order 2024 · S.O. 44(E) dated 01-01-2024 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every article bears the ISI mark and the supplier's CM/L licence number per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking on packaging alone does not satisfy the statutory requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Laboratory Glassware (Quality Control) Amendment Order 2024
- 3Note the staggered implementation timeline: the general obligation runs from 1 January 2024; Small Enterprises were given until 3 October 2024; Micro Enterprises until 3 January 2025. Goods manufactured or consigned before the applicable date for the enterprise category may have a transitional basis, but verify the specific enterprise classification with the supplier.S.O. 44(E) dated 01-01-2024 · Laboratory Glassware (Quality Control) Amendment Order 2024
- 4Check whether the consignment qualifies for any exemption under paragraph 2 of S.O. 5358(E) or the inserted proviso of S.O. 777(E). Document the exemption basis in writing and retain it with the bill of entry; customs may require the exemption evidence at the time of clearance.S.O. 5358(E) dated 10-12-2024 · S.O. 777(E) dated 12-02-2026
- 5Ensure compliance with S.O. 776(E) and quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.S.O. 776(E) dated 12-02-2026 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating a single CM/L licence as covering the entire range of laboratory glassware in a consignment. Each product category — graduated measuring cylinders, volumetric flasks, boiling flasks, pipettes, beakers — is governed by a separate Indian Standard and requires a distinct licensed scope; a CM/L covering IS 878:2008 cylinders does not authorise import of IS 2619:2018 beakers or IS 915:2012 flasks. Mixed consignments where even one article type lacks a matching licensed IS scope result in detention of the entire consignment at port.
