Float glass and polished glass sheets, non-coloured (clear transparent variants)
HSN 7005 29 90 (float glass and surface ground or polished glass sheets, other) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 14900:2018 is mandatory under the ISI Mark Scheme by virtue of the Transparent Float Glass (Quality Control) Order, 2021, with effect from 31 December 2019. No additional customs-clearance overlay applies beyond the BIS QCO obligation.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 14900:2018 for transparent float glass. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Transparent Float Glass (Quality Control) Order, 2021 · S.O. 03(E) dated 31-12-2019 · S.O. 1928(E) dated 17-05-2021
- 2Ensure each sheet or batch of glass bears the ISI mark and the supplier's CM/L number, applied in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must be on the product or on permanently affixed labels, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Transparent Float Glass (Quality Control) Order, 2021
- 3Obtain and retain the test reports and conformity documentation from the licensed manufacturer demonstrating compliance with IS 14900:2018 specifications for the specific glass thickness and surface treatment of the consignment. These documents must be available for customs inspection.IS 14900:2018 · BIS (Conformity Assessment) Regulations, 2018
- 4Quote the supplier's BIS CM/L licence number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or product-scope-mismatched CM/L triggers consignment detention, demurrage, and potential re-export or confiscation.Transparent Float Glass (Quality Control) Order, 2021 · S.O. 1928(E) dated 17-05-2021 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is sourcing from a foreign manufacturer whose CM/L licence covers a different glass thickness range or surface-treatment category than the consignment being shipped. IS 14900:2018 is specification-specific, and a licence granted for one thickness class does not extend to another; customs verifies the licensed scope against the declared product at the time of clearance, and a scope mismatch results in detention regardless of the ISI mark's physical presence on the glass.
