Cast and rolled glass sheets, body-tinted, opacified, flashed or coated
HSN 7003 12 90 (cast and rolled glass in sheets, coloured throughout the mass, opacified, flashed, or having an absorbent, reflecting, or non-reflecting layer) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2835:1987 is mandatory under the ISI Mark Scheme with effect from 07 October 2021, by virtue of the Flat Transparent Sheet Glass (Quality Control) Order, 2021. No separate customs-clearance overlay applies beyond the BIS obligation.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2835:1987 for flat transparent sheet glass. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Flat Transparent Sheet Glass (Quality Control) Order, 2021 · S.O. 4144(E) dated 07-10-2021
- 2Ensure every sheet or profile bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product or its immediate packaging in a manner traceable to the licensed batch.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4144(E) dated 07-10-2021
- 3Obtain and retain the manufacturer's test documentation confirming conformity to IS 2835:1987 for the specific glass type — body-tinted, opacified, flashed, or coated — prior to shipment. Scope mismatch between the glass variant and the CM/L's licensed product description is a standalone ground for detention.IS 2835:1987 · Flat Transparent Sheet Glass (Quality Control) Order, 2021 · S.O. 4144(E) dated 07-10-2021
- 4Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or product-scope-mismatched licence triggers consignment detention, demurrage, and potential re-export or confiscation under the BIS Act, 2016.BIS Act, 2016 · Flat Transparent Sheet Glass (Quality Control) Order, 2021 · Customs Act, 1962
The most frequent compliance failure on this tariff line is treating IS 2835:1987 as a single flat-glass standard that covers all decorative or functional variants equally. A CM/L licence is granted for a specific glass type and manufacturing facility; a supplier licensed for plain transparent sheet glass is not automatically licensed for body-tinted, opacified, flashed, or coated variants under the same CM/L. Importers who switch glass specification mid-contract without re-verifying the supplier's CM/L scope face detention at port even where the CM/L number itself appears valid on the register.
