Tubes, pipes and tube or pipe fittings
Fibre-cement tubes, pipes and pipe fittings (pressure, sewerage, drainage)
HSN 6811 89 10 (fibre-cement tubes, pipes and tube or pipe fittings) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1592, IS 6908, IS 9627, and IS 14871 is mandatory under the ISI Mark Scheme with effect from 06 March 2024, under the Asbestos or Fibre Cement Based Products Quality Control Order, 2024. No separate customs-clearance overlay applies beyond the BIS obligation.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard — IS 1592:2003 for pressure pipes and joints, IS 6908:1991 for sewerage and drainage pipes, IS 9627:1980 for light-duty pressure pipes, or IS 14871:2000 for fibre-reinforced cement pipes. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Asbestos or Fibre Cement Based Products Quality Control Order, 2024 · S.O. 1152(E) dated 06-03-2024
- 2Confirm that each pipe, fitting, or tube bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product itself; marking on packaging alone does not satisfy the requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1152(E) dated 06-03-2024
- 3Match the IS standard on the bill of entry to the actual product application — pressure-service pipes under IS 1592:2003 and IS 9627:1980, gravity-flow sewerage pipes under IS 6908:1991, and fibre-reinforced cement pipes under IS 14871:2000. A scope mismatch between the declared IS and the product type triggers consignment detention.IS 1592:2003; IS 6908:1991; IS 9627:1980; IS 14871:2000 · Asbestos or Fibre Cement Based Products Quality Control Order, 2024
- 4If the importer is a small enterprise under clause (m) of Section 2 of the MSMED Act, 2006, the BIS QCO obligation applies from 07 December 2024; for micro enterprises it applies from 07 March 2025. Importers qualifying for a deferred start date must retain MSMED registration documentation on file to support any exemption claim at customs.Asbestos or Fibre Cement Based Products Quality Control Order, 2024 · S.O. 1152(E) dated 06-03-2024 · MSMED Act, 2006, Section 2(m)
- 5Quote the supplier's BIS CM/L number and the applicable IS standard number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or product-scope-mismatched CM/L results in detention, demurrage, and potential re-export of the consignment.BIS Act, 2016 · Customs Act, 1962 · S.O. 1152(E) dated 06-03-2024
The single most common error on this tariff line is treating the four Indian Standards as interchangeable. Each IS maps to a distinct product type and service application — IS 1592:2003 for pressure pipes, IS 6908:1991 for gravity sewerage, IS 9627:1980 for light-duty pressure pipes, and IS 14871:2000 for fibre-reinforced cement pipes — and the supplier's CM/L licence is issued against one specific standard covering one product scope. Importing a consignment under a CM/L that references the wrong IS for that application results in a scope-mismatch detention at port regardless of whether the product itself is otherwise conforming.
