Asbestos-cement articles, boards, pipes and conduits (other than sheets)
HSN 6811 40 90 (other articles of asbestos-cement and fibre-cement) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the applicable Indian Standard is mandatory under the ISI Mark Scheme with effect from 07 September 2024, by virtue of the Asbestos or Fibre Cement Based Products Quality Control Order, 2024. No separate customs-clearance overlay applies beyond the BIS obligation.
- 1Identify which Indian Standard governs the specific product being imported: IS 459:1992 (corrugated/semi-corrugated sheets), IS 1592:2003 (pressure pipes and joints), IS 2096:1992 (flat sheets), IS 2098:1997 (building boards), IS 6908:1991 (sewerage and drainage pipes), IS 8870:1978 (cable conduits and troughs), IS 9627:1980 (light-duty pressure pipes), IS 13000:1990 (silica-asbestos-cement flat sheets), IS 13008:1990 (shallow corrugated sheets), IS 14862:2000 (fibre-cement flat sheets), or IS 14871:2000 (long corrugated/asymmetrical section sheets). The BIS CM/L licence must correspond to the specific IS number covering the product.Asbestos or Fibre Cement Based Products Quality Control Order, 2024 · S.O. 1152(E) dated 06-03-2024
- 2Verify the foreign manufacturer's BIS CM/L licence number on the BIS online register against the specific IS standard applicable to the product type. Confirm the licensed product scope, manufacturing facility address, and current validity before placing the purchase order.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1152(E) dated 06-03-2024
- 3Ensure every article bears the ISI mark and the supplier's CM/L licence number. Marking must appear on the product itself; marking on packaging alone does not satisfy the statutory requirement under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Asbestos or Fibre Cement Based Products Quality Control Order, 2024
- 4Quote the supplier's BIS CM/L licence number and the applicable IS standard on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.BIS Act, 2016 · Customs Act, 1962 · S.O. 1152(E) dated 06-03-2024
- 5If the importer is a small or micro enterprise, note the staggered enforcement dates: small enterprises from 07 December 2024, micro enterprises from 07 March 2025, as defined under clause (m) of Section 2 of the MSMED Act, 2006. Document the enterprise classification in writing to support any enforcement-date defence.Asbestos or Fibre Cement Based Products Quality Control Order, 2024 · S.O. 1152(E) dated 06-03-2024 · MSMED Act, 2006 (27 of 2006)
The single most common error on this tariff line is treating the QCO as mapping to a single Indian Standard, when in fact eleven distinct IS standards are notified under the Asbestos or Fibre Cement Based Products Quality Control Order, 2024 — each product type requiring its own IS-specific CM/L licence. A supplier holding a CM/L against IS 459:1992 for corrugated sheets cannot lawfully supply IS 6908:1991 sewerage pipes under that same licence; customs detention follows on any consignment where the IS number on the licence does not match the product on the bill of entry.
