The Bhutan-origin carve-out is the most frequently misapplied provision on this tariff line: importers assume that MIP-exemption for Bhutan origin means the import is free of all policy conditions, when in fact a DGFT registration certificate is still mandatory under Notification 61/2015-20 and must be obtained before shipment. Arriving without that certificate — even with a valid invoice at or above the standard MIP — triggers consignment detention at the port of entry pending regularisation.
