The most common error on this tariff line is assuming that the Bhutan-origin MIP exemption is self-executing. It is not — DGFT Notification 61/2015-20 mandates a registration certificate obtained through a defined application procedure before import, and a consignment arriving without that certificate is treated as an MIP-deficient Restricted import regardless of its declared origin, exposing the importer to confiscation and monetary penalty under the Foreign Trade (Development and Regulation) Act, 1992.
