HSN 6308 00 00 (sets of woven fabric and yarn for making up into rugs, tapestries, embroidered table cloths or similar textile articles) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), including obligations under General Notes 10 and 11. Woollen and blended textile sets must comply with the Textile (Development & Regulation) Order, 2001 read with Notification No. CER(18)/99-CLB dated 7 March 1988, and all consignments require a Pre-Shipment Inspection Certificate certifying textile composition and the absence of prohibited azo dyes.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of Origin from exporter
- Brand-owner genuineness certificate from brand owner
- 1For woollen or blended textile sets, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory certifying the composition of the woollen textile or blend, a Certificate of Origin, and a certificate from the brand owner certifying the genuineness of the product, markings, and authority to use brand names. These documents must accompany the consignment at the bill of entry.General Note 11 of ITC (HS) Import Policy · Notification No. CER(18)/99-CLB dated 07-03-1988 · Textile (Development & Regulation) Order, 2001
- 2Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 3If the set contains jute or jute-product components, ensure the importer is registered with the Jute Commissioner under the Ministry of Textiles. Import of used jute bags is prohibited; confirm the jute content is not sourced from used jute bags before filing the bill of entry.Jute Import Order dated 23-09-2019 · Office of the Jute Commissioner, Ministry of Textiles
The most common error on this tariff line is tendering a single PSIC covering only azo-dye absence while omitting the separate composition certificate and brand-owner genuineness certificate required for woollen and blended sets under General Note 11. These are distinct documents with distinct issuing authorities: the composition PSIC comes from an accredited laboratory, while the genuineness certificate must originate from the brand owner itself — a test report cannot substitute for it, and absence of either triggers detention and demurrage at the port of entry.
