Electric blankets (heated textile blankets)
HSN 6301 10 00 (Electric blankets) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The azo-dye testing requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming that because electric blankets are electrothermal goods, the textile-testing requirement does not apply. The PSIC obligation under General Note 10 attaches to the textile composition of the blanket fabric, not to its electrical function. Importers sourcing from non-exempt origins who omit the azo-dye test report face detention and demurrage while remedial PSIC documentation is procured retrospectively, which is rarely feasible after shipment.
