The azo-dye PSIC exemption is country-of-origin specific and applies only to the nine listed nations; importers sourcing from any other country — including Bangladesh, China, or Vietnam — must present a valid PSIC or Textile Committee test report before out-of-charge, and absence of this document at the bill-of-entry stage results in consignment detention. Separately, the Bangladesh port-restriction overlay under DGFT Notification 7/2025-26 is a distinct compliance layer: even a consignment with a current PSIC is liable to clearance refusal if routed through a non-designated port.
