The azo-dye PSIC exemption is country-of-origin specific and limited to nine named countries; importers sourcing from any other origin — including Bangladesh, China, or Turkey — must present a valid PSIC or Textile Committee test report before customs out-of-charge. A Bill of Entry filed without the requisite test report for a non-exempt origin will be detained pending documentary compliance, accruing demurrage and ground rent.
