HSN 6211 11 00 (Men's or boys' swimwear and other woven garments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), including a Pre-Shipment Inspection Certificate requirement for hazardous azo-dye absence under General Note 10. Consignments originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The azo-dye PSIC exemption is country-of-origin specific and limited to nine named countries; importers sourcing from any other origin — including Bangladesh, China, or Turkey — must present a valid PSIC or Textile Committee test report before customs out-of-charge. A Bill of Entry filed without the requisite test report for a non-exempt origin will be detained pending documentary compliance, accruing demurrage and ground rent.
