HSN 6211 32 00 (Of cotton) is subject to ITC (HS) import-policy controls administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 introduced additional port restrictions under General Note Para 19 for imports from Bangladesh, subject to the exemptions stated in Paras 2 and 3 of that notification.

The most common error on this tariff line is assuming the azo-dye-testing exemption covers all documentation obligations: the PSIC or Textile Committee test report is required for all non-exempt origins and cannot be substituted by a commercial invoice declaration or a supplier's own certificate. A consignment arriving without the required PSIC from a non-exempt origin is liable to detention pending re-testing at the importer's cost, and the Bangladesh port-restriction regime under DGFT Notification 7/2025-26 applies concurrently — misclassifying the origin or routing to a non-designated port triggers a separate ITC (HS) enforcement action.
