HSN 6211 20 00 (Ski suits) is subject to ITC (HS) import policy controls administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement for azo-dye absence under General Note 10. The most common error on this tariff line is assuming the azo-dye PSIC exemption applies universally because the supplier is located in a major textile-exporting country. The exemption is limited to nine named origins; consignments from all other countries — including China, Vietnam, Turkey, and Bangladesh — require the PSIC before the bill of entry is filed. A missing PSIC at the bill-of-entry stage results in consignment detention, and the Bangladesh port-restriction overlay under DGFT Notification 7/2025-26 is a separate and independent compliance check.
