The most common error on this tariff line is assuming that azo-dye-testing exemptions for listed countries extend to all documentation requirements. The PSIC for fibre composition and other hazardous-substance parameters remains mandatory regardless of country of origin; only the azo-dye test component is exempted for the nine listed countries. Consignments tendered without a valid PSIC or test report are liable to detention and demurrage at the port of import pending documentary compliance.
