HSN 6208 11 00 (Of man-made fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for hazardous azo-dye absence under General Note 10 of the ITC (HS) policy. Imports from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming that country-of-origin exemptions from azo-dye testing extend to all documentation obligations — they do not. The PSIC covering fibre composition and other parameters remains required for all origins regardless of azo-dye exemption status. Separately, the Bangladesh port-restriction regime under DGFT Notification 7/2025-26 is a parallel overlay: an importer routing a Bangladesh-origin consignment through a non-notified port incurs ITC (HS) policy enforcement irrespective of PSIC compliance.
