HSN 6207 29 00 (Of other textile materials) is subject to ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, governed by Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying textile composition and absence of prohibited azo dyes is mandated under General Note 10, with an additional Bangladesh-origin port-restriction overlay under DGFT Notification 7/2025-26.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of origin from exporter
- Brand-owner genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country certifying the composition of the woollen or blended textile. The PSIC must also confirm absence of prohibited azo dyes; imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Accompany the consignment with a Certificate of Origin and a certificate from the brand owner certifying the genuineness of the product, its markings, and the authority to use the brand name. These documents are required under General Note 11 for all woollen textiles and blended textiles imported under this tariff line.General Note 11 of ITC (HS) Import Policy · Notification No. CER(18)/99-CLB dated 07-03-1988 · Textile (Development & Regulation) Order, 2001
- 3For consignments originating in or exported from Bangladesh, verify the port-of-import restrictions introduced under Para 19 of the General Notes per DGFT Notification 7/2025-26 dated 17-05-2025. Confirm whether the goods fall under the exempted categories in Paras 2 and 3 of that notification before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19 of General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming that a generic textile PSIC for azo-dye absence satisfies all documentation requirements. For woollen and blended textiles under General Note 11, a separate PSIC certifying fibre composition is additionally required alongside the brand-owner genuineness certificate — a document importers routinely omit when sourcing from third-party distributors rather than directly from brand owners. Failure to produce the brand-owner certificate at the bill of entry exposes the consignment to detention and potential confiscation for non-compliance with the Textile (Development & Regulation) Order, 2001.
