HSN 6207 11 00 (Of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes for textile and textile articles. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports originating from Bangladesh under the revised General Notes of the ITC (HS) 2022.

- 2Where the consignment originates from Bangladesh, confirm compliance with DGFT Notification 7/2025-26 dated 17-05-2025: verify that the goods and the port of import satisfy the conditions in Para 19 of the General Notes, including any port restrictions stated in Para 1. The most frequent error on this tariff line is assuming the azo-dye exemption for listed countries extends to all textile-testing requirements — it does not. The PSIC obligation covers hazardous-substance parameters beyond azo dyes, and an incomplete or country-mismatched certificate causes consignment detention pending re-testing. For Bangladesh-origin shipments, the port-restriction overlay under DGFT Notification 7/2025-26 is a separate and concurrent requirement that must be addressed before vessel booking.
