Of synthetic fibres
Men's or boys' nightwear and underwear of synthetic fibres
HSN 6207 19 10 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which classifies this tariff line under the textile-article regime requiring a Pre-Shipment Inspection Certificate for azo-dye compliance. DGFT Notification 7/2025-26 dated 17 May 2025 introduces additional port restrictions for imports of certain goods from Bangladesh under General Note 19 of the ITC (HS) 2022.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Testing for azo-dye presence is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Where the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes of the ITC (HS) 2022. Consult the exempted-goods lists in Para 2 and Para 3 of DGFT Notification 7/2025-26 before nominating a port of entry.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19, Para 1, Para 2 and Para 3
The most common error on this tariff line is assuming that the azo-dye exemption for listed countries extends to the PSIC requirement entirely. The exemption covers only the azo-dye testing component; all other hazardous-dye parameters under General Note 10 remain mandatory regardless of origin. For Bangladesh-origin consignments, failure to check the Para 2 and Para 3 exemption lists before routing will result in port detention under DGFT Notification 7/2025-26.
