HSN 6206 20 00 (Of wool or fine animal hair) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11 of the ITC (HS) policy, read with Notification No. CER (18)/99-CLB dated 7 March 1988 and the Textile (Development & Regulation) Order, 2001. A Pre-Shipment Inspection Certificate certifying fibre composition, a Certificate of Origin, and a brand-owner genuineness certificate are mandatory accompaniments at the bill of entry.

The most common error on this tariff line is presenting a single PSIC covering azo-dye testing and assuming it satisfies the woollen-composition certification requirement under General Note 11. These are two distinct PSIC obligations — one certifying fibre composition and blend percentages, the other confirming absence of prohibited dyes — and customs out-of-charge will be withheld if either certificate is missing or if the brand-owner genuineness certificate is absent. Both must be issued by an accredited laboratory and uploaded before the bill of entry is filed.
