Women's or girls' blouses and shirts of silk
HSN 6206 10 10 (Women's or girls' blouses of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports of certain goods from Bangladesh under General Note para 19.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. The azo-dye testing exemption is country-of-origin specific and does not extend to goods transshipped through an exempt country: the certificate obligation attaches to the country of manufacture, not the country of shipment. An importer receiving silk blouses from a non-exempt origin via a bonded transit hub in an exempt country must still produce the PSIC; absence of the certificate at the bill of entry stage results in consignment detention pending laboratory testing at the importer's cost.
