HSN 6204 63 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 introduces port restrictions on imports of certain goods from Bangladesh under para 19 of the General Notes, with exemptions specified in paras 2 and 3.

The most common error on this tariff line is assuming the azo-dye PSIC requirement is a formality when importing from a listed exempt country. The exemption covers only azo-dye testing; the PSIC for other composition and safety parameters under General Note 10 remains required regardless of origin. Consignments presenting only an azo-dye clearance from a non-exempt country — or no PSIC at all from any origin — are detained at the port of entry pending documentary compliance.
