Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must comply.

  2. 2
If the consignment originates from Bangladesh, confirm whether the goods fall within the port restrictions introduced under para 19 of the General Notes by DGFT Notification 7/2025-26 dated 17-05-2025. Review paras 2 and 3 of that notification to determine whether the exemption from port restrictions applies before routing the shipment.

A word of counsel

The most common error on this tariff line is assuming the azo-dye PSIC requirement is a formality when importing from a listed exempt country. The exemption covers only azo-dye testing; the PSIC for other composition and safety parameters under General Note 10 remains required regardless of origin. Consignments presenting only an azo-dye clearance from a non-exempt country — or no PSIC at all from any origin — are detained at the port of entry pending documentary compliance.

Frequently asked
Does HSN 6204 63 00 require BIS certification?
No. No BIS Quality Control Order covers women's or girls' woven garments of synthetic fibres. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, principally the azo-dye PSIC requirement under General Note 10 and the Bangladesh port-restriction overlay under DGFT Notification 7/2025-26.
Which countries are exempt from azo-dye testing under General Note 10?
Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC requirement for other parameters under General Note 10 continues to apply even for these origins.
Do the Bangladesh port restrictions under DGFT Notification 7/2025-26 apply to all synthetic-fibre garments from that origin?
Not necessarily — paras 2 and 3 of DGFT Notification 7/2025-26 dated 17-05-2025 specify categories of exempted goods; importers must verify whether the specific consignment falls within those exemptions before determining the permissible port of entry.
