    Obtain a PSIC from an accredited laboratory of the exporting country — or a valid test report from a Textile Committee or CSRTI laboratory — certifying the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

    If the consignment originates from or is routed through Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17-05-2025, which introduced Para 19 in the General Notes regulating imports from Bangladesh with port restrictions as stated in Para 1. Confirm whether the goods fall within the exempted categories under Para 2 or Para 3 of that notification.

The most common error on this tariff line is arriving at the bill of entry with only the azo-dye PSIC and overlooking the separate composition-certification PSIC and the brand-owner genuineness certificate required under General Note 11. These are distinct documents with distinct issuers — a single laboratory certificate does not satisfy both obligations. Consignments missing either the composition PSIC or the brand-owner certificate are detained pending production of the document, accruing demurrage and ground rent at the port of entry.
