Of wool or fine animal hair
Women's or girls' woven suits, skirts, trousers of wool
HSN 6204 51 00 (Of wool or fine animal hair) is governed by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Restricted-import policy, with compliance mandated under General Note 11 of the ITC (HS) policy read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Textile (Development and Regulation) Order, 2001. A Pre-Shipment Inspection Certificate certifying fibre composition, a Certificate of Origin, and a brand-owner's genuineness certificate are required at the bill-of-entry stage.
- Pre-Shipment Inspection Certificate from accredited lab
- Certificate of Origin from exporter
- Brand genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory certifying the fibre composition of the woollen textile or blend. This satisfies General Note 11 of the ITC (HS) policy read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Textile (Development and Regulation) Order, 2001.General Note 11 of ITC (HS) Import Policy · Notification No. CER(18)/99-CLB dated 07-03-1988 · Textile (Development and Regulation) Order, 2001
- 2Accompany the consignment with a Certificate of Origin and a certificate from the brand owner confirming the genuineness of the product, markings, and the exporter's authority to use the brand name. Absence of either document renders the consignment liable to detention at the port of import.General Note 11 of ITC (HS) Import Policy · Notification No. CER(18)/99-CLB dated 07-03-1988
- 3Ensure the PSIC also covers azo-dye absence per General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted only for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. Additionally, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025 regarding para 19 General Note port restrictions on imports from Bangladesh.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023 · DGFT Notification 7/2025-26 dated 17-05-2025
The most common error on this tariff line is procuring a single PSIC covering only azo-dye absence and treating it as sufficient — when in fact a separate PSIC certifying fibre composition is independently required under General Note 11. A consignment arriving with a dye-compliance report but no composition certificate faces detention and demurrage until the composition PSIC is produced; the brand-owner genuineness certificate, which must name the exporter's authority to use the brand, is a third discrete document that cannot be substituted by a licensing agreement letter.
