HSN 6203 43 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 imposes additional port restrictions on imports originating from Bangladesh under para 19 of the General Notes.

The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all documentation. The exemption covers azo-dye testing only; a PSIC covering fibre composition and other mandatory parameters remains required regardless of origin. Separately, the Bangladesh port-restriction regime under para 19 is recent and frequently overlooked — consignments routed through a non-permitted port face detention and ground rent pending re-routing or re-export.
