HSN 6203 11 00 (Of wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11 of the ITC (HS) policy, read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Textile (Development & Regulation) Order, 2001. A Pre-Shipment Inspection Certificate certifying textile composition, a Certificate of Origin, and a brand-owner authenticity certificate are mandatory accompaniments. Consignments from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

- 2Ensure the PSIC also certifies the absence of prohibited hazardous azo dyes, unless the consignment originates from an exempt country. The most frequent error on this tariff line is tendering a PSIC that certifies azo-dye compliance but omits fibre-composition data, or vice versa — customs officers treat the two as distinct documentary requirements under General Notes 10 and 11 respectively, and a deficiency in either triggers consignment detention pending a corrected certificate. The brand-owner authenticity certificate is an independent third requirement and cannot be substituted by a general invoice declaration; absence of this document has resulted in ground rent accumulation at the port of entry pending documentary cure.
