HSN 6203 33 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports of certain goods from Bangladesh, with exemptions specified in Paragraphs 2 and 3 of that notification.
- Pre-Shipment Inspection Certificate from accredited exporting-country laboratory
- Test report from Textile Committee or CSRTI
- Bangladesh-origin port-compliance declaration to DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must produce the PSIC at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating in Bangladesh, verify compliance with Para 19 of the General Notes introduced by DGFT Notification 7/2025-26 dated 17-05-2025. Port restrictions apply as stated in Para 1 of that notification; goods falling within the exemption categories in Paras 2 and 3 are not subject to the port restriction.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 and Paras 1, 2 and 3
The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all testing requirements: the exemption covers azo-dye testing only, and a Pre-Shipment Inspection Certificate for composition and other prohibited substances remains required even for exempt origins. Separately, importers sourcing from Bangladesh should verify the port-restriction list under DGFT Notification 7/2025-26 before booking freight, as arrival at a non-notified port triggers detention and possible re-export.
