HSN 6203 32 00 (Of cotton) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is treating the azo-dye PSIC requirement as discretionary or as applicable only to certain fabric compositions. The obligation attaches to all cotton apparel under this HSN regardless of end-use, and a consignment arriving without the PSIC or a valid TC/CSRTI test report will be detained at port pending documentary compliance. The country-of-origin exemption list is exhaustive: origins not expressly named remain subject to mandatory testing even where azo dyes are commercially unlikely.
