HSN 6203 23 00 (Of synthetic fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country to certify absence of prohibited hazardous azo dyes. Additionally, DGFT Notification 7/2025-26 dated 17 May 2025 may impose port restrictions on consignments originating from Bangladesh under the revised General Notes to the ITC (HS) 2022.

The most common error on this tariff line is assuming the azo-dye PSIC exemption applies to all established trading partners. The exemption is geographically narrow — nine named countries only — and importers sourcing from any other origin, including Bangladesh, China, or other Asian suppliers, must present a compliant PSIC or valid TC/CSRTI test report at the bill of entry. Absent documentation results in consignment detention pending re-testing or re-export at the importer's cost.
