HSN 6117 80 90 (Other knitted or crocheted clothing accessories) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 imposes additional port restrictions on imports originating from Bangladesh under General Note para 19.

The azo-dye exemption is origin-specific and covers only the nine listed countries; importers sourcing from any other origin — including Bangladesh, China, or ASEAN countries — who omit the Pre-Shipment Inspection Certificate face consignment detention at the port of entry pending a remedial test report. The Bangladesh port-restriction overlay under para 19 is a separate, concurrent requirement: satisfying the PSIC obligation does not discharge the port-compliance obligation, and routing a Bangladesh-origin consignment through a non-notified port constitutes an independent ITC (HS) policy breach.
