Of man-made fibres
Knitted or crocheted clothing accessories of man-made fibres
HSN 6117 80 40 (Of man-made fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 additionally applies port restrictions on imports of certain goods from Bangladesh under para 19 of the General Notes.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only; the PSIC for other compositional parameters remains required for all origins.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Where the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025: para 19 of the General Notes imposes port restrictions on specified goods imported from Bangladesh. Confirm whether the consignment falls under the exemptions listed in paras 2 and 3 of that notification before routing.DGFT Notification 7/2025-26 dated 17-05-2025, para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to all testing requirements; it covers only the azo-dye test, and a PSIC from an accredited laboratory remains mandatory for all origins. Importers sourcing from Bangladesh face an additional layer of compliance under DGFT Notification 7/2025-26: failure to verify port restrictions and applicable exemptions before shipment dispatch can result in consignment detention or re-export at the designated port.
