Knitted or crocheted wool clothing accessories
HSN 6117 80 20 (knitted or crocheted clothing accessories of wool) is governed by the Directorate General of Foreign Trade (DGFT) under General Note 11 of the ITC (HS) Import Policy, read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Textile (Development & Regulation) Order, 2001. Consignments require a Pre-Shipment Inspection Certificate certifying wool composition and blend, a certificate of origin, and a brand-owner genuineness certificate as mandatory accompanying documents.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of origin from exporter
- Brand-owner genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country certifying the exact composition of the woollen textile or blend. The PSIC must also confirm absence of prohibited hazardous azo dyes, unless the origin is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, which are exempt from azo-dye testing only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023 · General Note 11 of the ITC (HS) Import Policy
- 2Accompany the consignment with a certificate of origin and a certificate from the brand owner certifying the genuineness of the product, its markings, and the importer's authority to use the brand name. These are mandatory documentary requirements for all woollen textile and blended textile imports under General Note 11.Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 · General Note 11 of the ITC (HS) Import Policy
- 3If the consignment originates from or is routed through Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17-05-2025, which introduced Para 19 in the General Notes regulating such imports with port restrictions. Consult Para 2 and Para 3 of the notification for any applicable exemptions before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19, General Notes, ITC (HS) 2022
The most common error on this tariff line is presenting a PSIC that certifies only azo-dye absence while omitting the separate certification of fibre composition and blend ratio required under General Note 11. A PSIC from an accredited laboratory that addresses dye testing but is silent on wool composition is treated as non-compliant, triggering consignment detention at the port and demurrage liability until a conforming certificate is produced.
