The azo-dye PSIC exemption is origin-specific and narrow: only the nine listed countries are exempt, and a certificate of origin from a non-listed country does not extend the exemption even if the goods transited through an exempt country. Consignments arriving without a valid PSIC or TC/CSRTI test report from any non-exempt origin are detained at the port of entry, and demurrage accrues until compliant documentation is produced or the consignment is re-exported.
